Yes, you can. However, it may be a bit more difficult to navigate. You need to download the maps first when connected to the internet.
Later, you do not need to be connected to either Wifi or cellular data in order to use Navionics. However, I will say that it is much better if you have a phone that has both wifi and cell service since there may be a time in which you don’t have access to deal with navigation when you’re out on the water.
